Sega Batman Forever - I cannot get it to change sound packages by turning the volume down. Help!

The board works fine but it will not switch between the two sound packages that I have loaded.  I have turned the volume pot down and back up, did the "double tap" by turning down quickly twice and still never changes.  I will say that when the volume is turned all the way down, I can still hear the music but very low volume but not off completely.  Don't know if that has anything to do with it or not.  Any suggestions would be appreciated.
